From context it is a racial slur. Italian-American in origin, it compares African and African descended folks skin to eggplant. I'd never heard it or read it until very recently, and I'm no spring chicken.

It may refer to the Mouli [1][2], a popular hand kitchen utensil used to
grind food to a mush/pulp for babies to eat. IOW, a mincer or someone who

Some of it is back-slang, some is obscure.
Eke or eek = "ecaf" = "face", in the greeting
you've given. "Riah", hair. "Lallies" means
legs but I don't know why.

I think "Rambling Sid" once declared something
like "I'm just being rustic", but he could drop
in a word of Polari for an extra laugh -
Kenneth Williams played both Sandy and Sid.
I think that "mooly" belonged to the latter.

As for the redirected racist abuse, I apologise
for not hunting down and slaughtering the
oxygen-wasting so-called primates responsible
for it; I've been quite busy at work.
